Planning & Licensing Committee
This Committee reviews and responds to all Planning Applications registered within the Parish. Each application is reviewed against the National Planning Policy Framework, Cornwall Local Plan, and newly adopted Newquay Neighbourhood Plan which the Committee actively drafted and progressed to referendum. Newquay Town Council acts as a statutory consultee within the planning process – we are not the decision-maker; our Local Planning Authority (LPA) is Cornwall Council and they are responsible for determining all Planning Applications across the county
Cornwall Council also acts as our local Licensing Authority (LA) and the Town Council’s Planning & Licensing Committee has delegated authority to respond to the LA on all licensing matters across the Parish of Newquay – this currently includes activities covered by the Licensing Act 2003, along with Street Trading, Flyering etc.
Newquay Town Council recognises that pre-application discussions play an important role in larger planning applications and we are signed up to the Cornwall Local Councils Pre-Application Protocol. Developers, Applicants and Agents who wish to engage with our Planning & Licensing Committee should contact the Town Council with their request and we will do our best to arrange a suitable time and date. Presentations to the Planning & Licensing Committee are set at 30 minutes, with 10 to 15 minutes of this time typically given over to Questions & Answers.
In line with the Cornwall Local Councils Pre-Application Protocol Members of the public are welcome to attend and observe such presentations. Please arrive 5 minutes prior to the start time. The Committee is also delegated by the Town Council to respond to the various licensing applications and licensing matters handles by our local Licensing Authority (Cornwall Council) – this includes (but is not limited to) matters relating to the sale of alcohol, the provision of regulated entertainment, street trading and pavement licensing (tables and chairs). When assessing whether the granting of a premises license would have an adverse impact on the Town, the Committee will refer to the Licensing Act 2003 and to Cornwall Council’s Licensing Policy, which includes the Cumulative Impact Policy set out for Newquay.
